The methods of evaluation were developed by the partners in the preparatory project meeting for this work phase. Each partners used the same evaluation methods to ensure comparability between best practices. The evaluation was carried out on the basis of the defined methods, i.e. analyses of documents, cost-benefit analysis, SWOT analysis and expert interviews.
