  • Training for care consulters was established in two Austrian towns (Graz, Vienna).
Region
  • Consultations of informal carers were held in 24 Austrian districts in six federal states of Austria.
Short summary The project consist of 2 core phases. In the 1stphase consulters (not necessarily old aged) were trained in a new developed concept (interdisciplinary & in-service training, 160 hours). In total, 42 people were trained (39 completed positively). In the 2nd phase the consulters operated in 24 Austrian regions as health promotion consultants for informal carers. The offer was free of charge but restricted to maximal 4 consultations per person (incl. group consultations).
Main objectives
  • To train interested people in a new concept that allows to consult, advice and support family carers in health topics (protection and promotion)
  • To consult informal carers who are at risk of physical burdens and mental strains in health promotion and protection issues.
Main activities
  • Firstly, interested people were trained in 160 teaching units in an interdisciplinary way.
  • Secondly, these specially trained people offered counselling to informal carers in several districts in Austria (individual, family, group consultations).

Description of evaluation The evaluation consisted of two phases. Firstly the evaluation of the training activities and secondly, the evaluation of the implementation phase (counselling activities).
Main results
  • Health Promotion for Informal Carers has an innovative concept that covers the needs of informal carers. The service was easy reachable for everyone. The 39 trained consulters from different professions installed the service in 24 districts of Austria and in 7 different settings (via telephone, public talks, self-help groups, individual and group consultations and also consultations at home were possible).
  • The project was accepted highly in the whole Austrian Red Cross and was also strengthened by the high engagement of the consultants.

2. Evaluation The scientific evaluation consisted of evaluations of the two project phases: the training of the consultants and the implementation (consultations of informal carers). The evaluation report follows this evaluation outline. Different evaluation instruments were established.

4. Sustainability Very helpful for the project's success was the organisational support of the project and the engagement of the especially trained people from a broad range of different professions. Hence, it was also possible to enlarge the number of consultants in the districts: in the beginning as people for public relations but in the end as consultants too.

Geographical and physical accessibility A strength and a success criteria of the project was that the consultation services for the informal carers were possible in very different settings and with different means. Health promotion and protection consultations for informal carers were held directly via telephone or face-to-face (individually or in groups) or indirectly in form of public talks or in a self-help group setting. The most “popular” were the individual and family consultations directly in the homes of informal carers.

Background Information on Database

The aim of the second phase of the healthPROelderly project was to collect models of good practice in the area of health promotion for older people. One of the main activities in this project phase was to elicit criteria by which to choose such models in each of the participating countries. The exclusion criteria and inclusion criteria were elicited by all project partners on the basis of the literature overview of health promotion for older people carried out in the first project phase. Project partners searched for models in their countries by: 1) using the literature databases they had compiled; 2) by using health promotion databases and other information available on internet and 3) by consulting their national boards and other experts.
